Lisbon Metro strikes October 28 and 30: airport transfer plans

Lisbon Metro has announced partial strike notices for Wednesday, October 28 and Friday, October 30, 2026, from 05:00 to 10:00 on both days. If you need the Metro for a morning airport transfer, arrange a backup rather than relying on the normal timetable.
The notice concerns Metro workers. It is not an announcement that Lisbon Airport will close, every flight will be cancelled or every bus will stop. Those are separate services with their own operating information.
What is confirmed, and what still needs checking?
The Metro's October 16 statement confirms the two partial-strike windows. It says the company would seek minimum services for these dates; it does not provide a final service plan in that announcement.
Do not confuse that with the same statement's account of the earlier October 14 strike, when no minimum services were set. A decision about the earlier stoppage does not establish the final arrangements for these two mornings.
| Your journey | What to do |
|---|---|
| You need to reach the airport before 10:00 | Choose a non-Metro transfer and check it before departure |
| You land during the morning | Compare a licensed taxi, app-booked car or a suitable bus journey |
| You hope to use the Metro after the strike window | Check actual line status before going to the station |
| You connect to a CP train on October 30 | Check CP's separate notices and your specific service |
Use the Metro's live website and latest statements close to the journey. A strike notice can change through negotiations or a later operating announcement. Nor does a 10:00 end time promise that a train will be ready at your station at that instant.
An early flight already needs a different transfer plan
Under normal operating hours, Lisbon Metro opens at 06:30 and closes at 01:00. Even without a strike, a flight departing around 06:00 cannot be reached using that morning's first Metro.
Work backward from your airline's required airport arrival time, bag-drop cutoff and boarding deadline. Do not use the aircraft's departure time as the time you need to reach the terminal. Leave space for your transfer, check-in, security and any border formalities that apply to your journey.
For a morning departure, confirm the pickup address, terminal, passenger count and luggage with your chosen transport provider. If you request a car through an app, check that a driver has actually accepted and watch for any change. A booking request and a completed pickup are different things.
If a bus journey is your backup, check its first departure and the full route from your accommodation. A daytime route on a map does not establish that it will get you to the airport early enough.
Arriving passengers: choose the alternative that fits your bags
Lisbon Airport's transport guidance identifies city buses, taxis and app-booked cars as ground-transport options. Choose by your destination, group and luggage rather than the cheapest headline fare.
The airport states a 50 x 40 x 20 cm maximum luggage size on city buses. A large checked suitcase is therefore a reason to confirm another transfer, not assume every bus can take it. Intercity coaches have different conditions and are not interchangeable with a local city bus.
For a taxi, use the official rank, check that the meter is running and request a receipt. For an app-booked Uber or Bolt pickup, the airport identifies P2, Level 2, arrivals level as the dedicated area. Follow current signs and the accepted booking; do not follow informal advice to climb barriers or arrange pickup in an unsuitable location.
The airport also advises against accepting unsolicited transport approaches inside the terminal. Check the vehicle and driver details before boarding. We are not quoting a fixed strike-morning fare or journey time: the actual price, waiting time and road conditions matter.
Terminal 2 adds another step
Confirm the terminal on your airline's current instructions. Do not infer it from whether the carrier is described as low cost.
The airport's Terminal 2 page describes a free shuttle from Terminal 1 departures, operating from 03:30 to 00:30 the following day, every 12 minutes, with an approximately three-minute ride. Check the current service before travel and allow time to reach the stop and board.
That shuttle is an airport service, not a Metro replacement bus from central Lisbon. A short advertised ride does not remove the walking and waiting time needed to reach Terminal 2.
Check buses and trains separately
Use CARRIS travel planning for a bus or tram alternative and read its service changes for your date. A Metro strike does not itself confirm a cancellation or a normal service on another operator.
The official CARRISway app is designed to show routes, vehicle locations and arrival information. Test the journey before relying on it. If route information is unavailable, CARRIS's technical-information notice points passengers toward timetable PDFs on the route pages. A blank result is not proof that no bus exists.
CP's alerts separately list a strike for October 30, 2026. If your plan includes an intercity or suburban train, check that notice and the actual departure rather than treating rail as an automatically available substitute. This article does not provide a guaranteed CP service list.
An airline cancellation is also a separate question. Check the flight with your airline even after arranging ground transport. Our easyJet Portugal strike guide covers that airline's distinct dispute; it should not be read as the cause or operating plan for these Metro notices.
Keep the rest of the Lisbon morning flexible
For a sightseeing day, choose a first activity you can reach without making several uncertain connections. Move a timed booking only after checking its change terms. A shorter morning near your accommodation can be more practical than trying to reproduce the original itinerary using several replacement journeys.
Walking can help for a nearby destination, but check the distance, hills, surfaces and your group's needs. It is not a general recommendation to walk to the airport with luggage. If mobility assistance or a child seat is needed, confirm a suitable vehicle and pickup arrangement directly with the provider.
Wider family itineraries belong in our Portugal with kids guide. This page is for the two dated Metro notices, not a replacement for a country guide or an all-operator strike calendar.
Keep transport updates and your pickup reachable
Before leaving Wi-Fi, save your accommodation address, flight details and backup pickup point. A screenshot of a timetable helps you remember the plan, but it cannot show a new cancellation or reply from a driver.
If your existing mobile plan includes enough Portuguese data, you may need nothing extra. Otherwise, OpenSim Portugal plans provide a separate allowance for checking operator notices, using CARRISway and exchanging pickup messages while away from Wi-Fi. At the catalog check for this guide, 1 GB for 7 days cost USD 1.14 and 3 GB for 15 days cost USD 3.00, both with top-up available. Confirm the selected package's current terms.
A country plan can suit a Portugal-only visit without paying for wider coverage you will not use. It does not reserve a vehicle, restore a train or guarantee reception everywhere. Check phone compatibility, installation timing and the travel data calculator before choosing a plan.
Lisbon strike-morning transfer checklist
- Check the latest Metro announcement and actual line status.
- Confirm your flight, terminal and airline deadlines.
- Match the backup transfer to your luggage and group.
- Confirm the pickup location and keep enough time to change course.
- Read separate CARRIS or CP notices if those services are part of the journey.
OpenSim editorial team checked the linked operator and airport guidance for publication on October 25, 2026. The Metro statement establishes strike notices, not a final station-by-station service plan. Recheck before each affected morning; this page will be updated for a confirmed agreement, minimum-service decision or material operating change. After October 30, treat it as dated coverage rather than instructions for a future strike.
