Dublin visitors should plan for bus diversions and local road restrictions from November 10-13, 2026, around European political meetings. On November 12 and 13, ordinary Luas Red Line services will stop at Connolly rather than continue to The Point. Allow extra time for airport journeys, and check written bus notices: TFI warns that real-time bus information may be unreliable during the changes.

The National Transport Authority's November 4 warning concerns ground transport around the Convention Centre, Docklands and Merrion Square. It is not a citywide shutdown or a notice that Dublin Airport is closing.

The photograph shows the Convention Centre in June 2019, not the November 2026 security arrangements. Use current official directions rather than the ordinary waterfront layout shown in an older image.

Luas changes by date: November 11 is different from November 12-13

The Luas operator's dated notice gives these arrangements:

DateRed Line planWhat this means for a visitor
Wednesday November 11Runs between Tallaght/Saggart and The Point; Mayor Square-NCI and Spencer Dock stops close from 20:00Do not plan to board or leave at those two stops after the cutoff
Thursday November 12 and Friday November 13Ordinary service runs between Tallaght/Saggart and Connolly onlyNo ordinary tram connection between Connolly and The Point
After the November 12 and 13 concertsA very limited number of non-stop trams from The Point to ConnollyDo not make your final connection depend on getting aboard
Saturday November 14Normal Red Line service is scheduled to resumeCheck that day's status before travelling

The Green Line is scheduled to operate normally. That does not make it a replacement service to 3Arena, and a tram route remaining open does not remove the walk or transfer needed for your destination.

If your hotel is near one of the closed stops, plan an alternative arrival before you leave the airport or railway station. Include luggage and walking needs rather than assuming a station pin is your final destination.

Going to Niall Horan at 3Arena on November 12 or 13?

There will be no tram service to The Point before those concerts. Luas directs passengers to the designated walking route between Connolly and 3Arena. Save the official walking-map link in its notice before setting out.

The Garda travel information says there is no pedestrian access along North Wall Quay on November 12 and 13. Its concert approach uses Amiens Street, Seville Place, Spencer Dock Bridge, Sheriff Street Upper and North Wall Avenue. Follow current signs and staff directions instead of letting a navigation app send you back to the quay.

Plan the return as carefully as arrival. The limited post-concert trams are not a normal evening timetable or a promise that everyone can use the first departure. Keep a workable alternative and leave enough time between reaching Connolly and an onward train or coach.

Check the exact boarding stop on your onward ticket. A coach leaving from an O'Connell Street stop is not necessarily leaving from Busaras, and a railway station name does not identify every nearby bus stop.

If you cannot comfortably use the designated walk, contact the venue and your transport operator before travelling. Do not assume a taxi can collect you at the usual kerb or that a special tram replaces a pre-arranged accessible journey.

Dublin Airport: normal operations, but allow for approach delays

In its November 3 public travel statement, Garda says normal airport operations will continue and the T1 and T2 arrivals and departures roads are unaffected. It nevertheless advises extra time for journeys to the airport.

Its highest-impact windows for Dublin Airport movements are:

DatePublished window
Wednesday November 1113:00-23:00
Thursday November 1207:00-11:00
Friday November 1315:00-20:00

These are traffic-impact windows, not flight-cancellation periods or a precise forecast of your delay. The Friday window for Casement Aerodrome is different; do not use it as Dublin Airport's timetable.

Work backwards from your airline's check-in, bag-drop and boarding requirements, then add the journey from your actual pickup point. A coach departure time leaves out the walk from your accommodation and any change to the boarding stop.

Check the coach or bus operator's written notice before buying an alternative transfer. Neither a taxi nor a pre-booked coach is immune to road restrictions. There is no single extra-minute allowance that reliably fits every hotel, route and departure time.

Keep your airline's flight status separate from this road alert. Normal planned airport operations do not guarantee that every individual flight runs on time.

Bus countdowns may not reflect the temporary route

TFI's event travel page explicitly warns that real-time bus information will not be reliable and that additional temporary stop changes may be needed. A countdown on your phone is not enough to establish that the bus will call at the stop where you are standing.

Dublin Bus's November 4 advice links separate diversion notices for November 10, 11, 12 and 13. Match the notice to your travel date, route and direction. Check both your boarding stop and city-centre terminus, not only the route number.

Before leaving your accommodation:

  1. Open the operator's dated diversion notice.
  2. Find the temporary stop for the direction you need.
  3. Save its location and the written instructions.
  4. Recheck before heading back, because the return may use a different stop.

Leave room for a backup rather than repeatedly refreshing a prediction at a closed stop. A static screenshot can preserve instructions, but it cannot show a later diversion change.

Are trains and hotel access affected too?

TFI says Irish Rail services are expected to operate normally, including services to and from Docklands. Access to stations can still differ, with extra time needed for connecting travel. A train running normally does not mean the usual road or pedestrian approach remains available.

For accommodation near the Convention Centre or National Gallery, ask the property for its current arrival instructions. Garda distinguishes restricted access for residents and businesses from areas requiring accreditation. A hotel address does not give permission to walk through every cordon. Follow Garda directions and do not try an unsigned shortcut.

If you are visiting with children or carrying several bags, reduce the number of transfers where you can. Confirm the last usable connection and agree on a pickup or meeting point outside restricted areas before separating. The Ireland with kids guide covers wider family-trip planning; these November restrictions apply to a specific four-day period.

Keep written notices available, not just a live map

TFI Live supports dated journey planning and operator information without requiring an account for its planning and real-time features. Use it alongside the written disruption notice, not instead of it during this event.

Save your hotel contact, accepted ticket files and the designated walking route while connected. Keep enough battery for the return. If travelling in a group, share the same meeting point and stop name rather than relying entirely on live-location messages.

OpenSim Ireland plans can provide a separate allowance for retrieving operator notices and contacting your accommodation when your usual roaming is expensive or excludes Ireland. Current examples are 1GB for seven days at USD1.14 and 3GB for 15 days at USD3.00, both eligible for top-up. Confirm the selected plan's current terms and price.

If Irish data is already included in your usual plan, using it may be simpler. OpenSim does not make bus predictions accurate, bypass a cordon or guarantee reception. Its useful role here is access to written updates and messages away from Wi-Fi.

Check phone compatibility, installation timing and the travel data calculator before departure rather than setting up a connection while trying to catch a diverted service.

Sources and updates

The NTA and TFI provide the November 10-13 disruption overview and passenger warnings. Luas specifies the dated tram arrangements and concert walking advice. Garda provides the security-access and airport-impact information. Dublin Bus publishes date-specific diversions, and TFI describes its journey-planning tools.

This alert will change if operators revise stops, tram arrangements or return services, or Garda changes access restrictions. Check the current notices on the day. The November 14 resumption is the published plan, not confirmation that services have already returned to normal.
