The Ukrainian foreign ministry warning is direct. It says attacks on cities, communities, civilian infrastructure and transport infrastructure create real threats to life. It also says the state cannot guarantee full safety for foreign citizens.

The warning identifies three limits that matter in Uman: overloaded land transport, possible delays after attacks on transport infrastructure, and too little shelter and medical capacity for the number of pilgrims expected in concentrated accommodation areas.

If any answer depends on solving the problem after arrival, postpone the trip.

The travel window is longer than the holiday

The religious observance begins on Friday evening, September 11 and ends on Sunday, September 13. The operational controls cover a much wider period.

Cherkasy regional authorities have imposed a special entry, exit and vehicle-movement regime in Uman from September 4 to 17. Moldova's Border Police has announced special measures at Chisinau Airport from September 7 to 17 because it expects more passengers and aircraft.

Moldova's state news agency says arrival pressure is expected from September 7 to 11 and departure pressure from September 14 to 17. These are planning windows, not guaranteed peak hours. A quieter-looking flight does not prove that its border crossing or road transfer will also be quiet.

Build the itinerary around the complete journey, not only the holiday dates. A flight landing shortly before a prepaid bus departure leaves no useful margin for immigration, baggage, an airport queue or a schedule change. On the return, a bus arrival estimate should not be treated as an airport check-in time.

You cannot fly directly to Uman or another Ukrainian airport

Ukraine's airspace remains closed to ordinary civil aviation. The current EASA conflict-zone bulletin is active through January 31, 2027 unless reviewed earlier. It identifies Ukrainian airspace as an active conflict zone and tells covered operators not to fly into it or use airports inside it.

That means the practical route is a flight to a neighboring country followed by a land crossing into Ukraine. Chisinau is one current option, not a guaranteed corridor. Romania and Poland may fit other flight and group arrangements. Compare the complete journey, including the border, rather than choosing only the cheapest airfare.

Before buying a connection, record:

• the exact airport terminal and arrival time;
• the transfer's departure point, not just the city name;
• the intended border crossing and whether the operator may change it;
• the cancellation rule if a flight is late;
• the driver's contact method and the language used for updates;
• the expected Uman drop-off outside controlled streets;
• the return pickup and the minimum airport margin.

No operator can promise an exact border-crossing time several days in advance.

Chisinau Airport has special measures from September 7 to 17

Moldova's Border Police says it, Customs, the airport, police and carabiniers will add staff, monitor passenger flows and adjust operations during the pilgrimage transit period. The same notice asks all passengers to plan ahead because the airport and the road serving it may be busier.

Extra staffing does not create a fast track or remove infrastructure limits. Travelers on ordinary flights can still meet larger queues, bus groups and road congestion. Check in online where the airline allows it, keep required documents within reach, and arrive earlier than the airline's minimum when departing between September 14 and 17.

For an arrival connection, avoid a separate non-refundable road ticket that leaves only the scheduled immigration and baggage time. For departure, work backward from the airline's check-in deadline, then add the current road journey, the border, meal and rest stops, city traffic and an independent disruption margin.

Chisinau Airport to Uman by bus

FlixBus currently publishes a direct Chisinau Airport to Uman route. When checked on September 7, the page showed two daily departures, a fastest scheduled journey of 7 hours 40 minutes and arrival at Uman Bus Station on Kyivs'ka Street.

Those details are dynamic. The displayed fare, departure times and journey estimate can change, and a scheduled duration cannot account for every border inspection, road control or security disruption. Read the actual ticket before paying. Confirm whether the service date, luggage allowance, accessibility arrangement and Uman stop match the person traveling.

A direct bus gives one operator responsibility for the listed route. It does not guarantee a connection to a separately booked flight. Put a substantial gap between the scheduled bus arrival and airport check-in, particularly during the September 14 to 17 return period.

Check a private transfer before sending money

Current community coverage reports sharply higher private-transfer prices and disputes about similar operator quotes. Those reports do not establish a fair market price. They do show why a verbal total is inadequate.

Get these items in writing:

1. Legal operator name and a working customer-service contact.
2. Vehicle type, passenger count, luggage limit and assigned seat.
3. Pickup pin, local time and the waiting rule after a delayed flight.
4. Intended border crossing and who decides on an alternate crossing.
5. Every included charge, including border waiting, tolls and Uman drop-off.
6. Cancellation, no-show and refund terms.
7. Driver replacement and breakdown procedure.
8. How the journey respects curfew and local vehicle controls.

Do not pay an individual solely because a social message uses an organizer's name or logo. Verify the booking through the organization's public contact route. Keep the receipt, written itinerary and emergency number offline.

Treat the Moldova to Ukraine border as a live variable

Moldova's Border Police maintains a live traffic page for road crossings with Ukraine. It reports current waiting estimates, but an estimate viewed at the airport is not a reservation and may change before the bus reaches the checkpoint.

Check the page shortly before departure and again when the operator names the crossing. The operator, not a passenger on a group bus, may control whether an alternative route is practical. Do not tell a driver to improvise toward an unfamiliar crossing without confirming that it is open to the vehicle and passenger category.

Keep water, prescribed medicine, food allowed by the operator, a power bank, warm clothing and essential documents in the cabin bag. Luggage in the hold may be inaccessible during a long queue. Carry enough medication for a delayed return and keep its prescription or supporting document with it.

Confirm entry rules for both countries

Transit through Moldova and entry into Ukraine are separate immigration decisions. Check both for the passport you will use.

Moldova's foreign ministry publishes its visa regime for foreign citizens. Ukraine's foreign ministry maintains an entry table by nationality and travel document. A visa exemption for one country says nothing about the other.

Use the same passport for the bookings and border journey. Check its validity, blank-page needs and any visa or eVisa well before departure. Carry the original in Uman because the current local guidance requires identification in streets and public places. An offline copy helps after loss, but it does not replace the original at a document check.

Insurance deserves a separate check. Ask the insurer to identify territorial limits, government-advice exclusions, war exclusions, medical evacuation rules and whether the pilgrimage is covered. Do not rely on a reseller's phrase such as "Ukraine insurance" without reading the policy wording and insurer details.

Uman has controlled roads and a restricted pilgrimage zone

The September 4 to 17 movement regime blocks vehicle entry on several approaches and increases checks on other roads. Cherkasy authorities also reserve one M-05 approach for Hasidic pilgrims. A map from a previous year cannot show the current controls.

The current Uman pilgrim guide says the pilgrimage area will have controlled entry, metal detectors and queues. Vehicles cannot enter the zone. Kick scooters, motor scooters, quad bikes and trikes are also prohibited there. The guidance bans weapons, explosives, pyrotechnics, toy weapons and alcohol sales.

Ask the accommodation or transport provider for the legal 2026 drop-off point, then plan the final walk with luggage. A driver promising door-to-door access inside the controlled zone is contradicting the published rule unless authorities give that vehicle a specific exemption.

Allow time for security screening whenever returning to the zone. Keep bags compact, avoid unnecessary tools or replica items, and follow police instructions. The zone rules are designed for wartime crowd management, not ordinary event convenience.

Curfew runs from midnight to 4 a.m.

Uman's published curfew is midnight to 4 a.m. During that period, people must not remain in streets or other public places. The stated exception is movement to a shelter during an air-raid alert. Vehicle movement may also be restricted.

Plan prayers, meals, visits and transfers so the group is inside before midnight. A late flight or border delay does not create a personal curfew exemption. If a transport operator expects to arrive during curfew, ask for the documented procedure before departure rather than resolving it at a checkpoint.

The Uman guide warns that violations can lead to a fine, removal from Ukraine and a three-year entry ban. Follow instructions from Ukrainian authorities at the time, since local curfew details can change.

Set up alerts and confirm a shelter before arrival

Ukraine's Air Alert app was developed by Ajax Systems and Stfalcon with support from the Ministry of Digital Transformation. The government launch notice explains that it can send critical warnings for a selected region. It also says the app is an additional warning tool, not a replacement for sirens and official instructions.

Install and test it before crossing the border. Select the relevant Cherkasy location, allow critical notifications and make sure battery-saving settings do not silence it. Keep the phone charged.

An alert without a reachable shelter plan is not enough. Ask the accommodation for the nearest shelter, whether it is open at all hours, its practical capacity and the route from the sleeping area. Ask the transport operator where passengers go if an alert begins during a stop. Ukraine's foreign ministry says Uman does not have enough shelter capacity for the concentration of pilgrims, so do not assume that every basement or marked point can receive the whole group.

During an alert, follow official local instructions immediately. Do not stay outside to film, wait for a second app or finish a journey segment first.
