The departure date controls the change. A ticket bought before October 25 for a flight leaving on or after that date falls within the wording of the announcement. The Light check-in change has a brand-level ambiguity
FLYONE's current check-in page separates its brands. It says free online check-in currently opens seven days before departure for passengers on FLYONE Romania, FLYONE Armenia and FLYONE Asia, regardless of fare. For FLYONE Moldova, it currently opens 12 hours before departure on Light, 24 hours on Standard, and seven days on Loyal and Advantage.
The new announcement says Light will open 24 hours before departure, but its old-value comparison of 12 hours matches FLYONE Moldova rather than the seven-day window listed for the other brands. FLYONE does not say whether the Romania, Armenia and Asia windows will be shortened. That is not a reason to guess.
Use the airline code and operating carrier shown in the booking, then check the live registration time inside MyBookings. If the booking shows a different opening time from a general help page, contact FLYONE before relying on the later window.
The closing time moves from four hours to three
The clearer change is the cutoff. FLYONE says online check-in will close three hours before departure for all fares, one hour later than the current four-hour cutoff. That creates more time to complete the online process, but it is still an early deadline compared with arriving at an airport desk.

Do not price the optional services from the announcement
