Ghana's new tourist SIM registration is not live yet

August 10, 2026. Ghana is preparing a new mobile-number registration system that explicitly includes visitors and tourists. The official FAQ says a visitor will use a valid passport and proof of entry, and the planned platform will support self-registration for both eSIM and physical SIM on Android and iOS.

The important word is planned. Ghana's National Communications Authority says the official start date will be announced later. It has not said that every tourist can complete the new process remotely today.

The traveler decision: choose a Ghana carrier SIM or eSIM when you need a Ghanaian number, native calls or SMS, or a local account feature. Choose a Roaming eSIM when the priority is arranging mobile data before departure without opening a Ghanaian number. Do not arrive expecting the new visitor self-registration platform until the NCA announces its launch.

What Ghana announced for visitors

The NCA's March 18 announcement describes a new framework for registering individual mobile numbers against verified identities. That is a change from the previous exercise, which the regulator says focused on SIM cards.

The accompanying 2026 SIM registration FAQ includes visitors and tourists among the people who must register or validate a Ghana mobile number. It assigns different identity documents to different groups:

That distinction matters. A visitor should not assume that a Ghana Card is required simply because an older registration page or app asks for one. A foreign resident should not use the tourist rule when the official FAQ assigns the Non-Citizen Ghana Card to that group.

The FAQ does not define every acceptable form of proof of entry. A passport admission stamp or current immigration record may seem relevant, but travelers should wait for the final official instructions rather than guessing which file, photo or database check the platform will accept.

Ghana has not announced the start date

The current NCA statement calls the process upcoming and says implementation will follow completion of the legal and technical framework. It ends by saying the official start date will be announced in due course.

That current wording supersedes the confidence of older search results. An April 2025 Ghana News Agency report said a new exercise would start on July 1, 2025. The NCA's 2026 material now describes a future start date instead of confirming that the visitor-capable platform is active.

There is also an older NCA self-registration app announcement for Android users with a Ghana Card. That app belonged to the previous exercise. It is not proof that a tourist can now register a Ghanaian eSIM with a passport from abroad.

Current status: the tourist document rule and the intended platform features are official. The launch date, final operating instructions and universal remote visitor onboarding are not.

How the planned registration should work

The new design is broader than an online form. The FAQ says subscriber biometrics will be checked in real time against National Identification Authority records, and the mobile service will activate only after successful verification.

One detail still needs clarification. The same FAQ's institutional table describes the NIA as validating citizens and foreign residents, without explaining which authority or database will validate a visitor's passport and proof of entry. The final instructions must close that gap before a tourist can know how the remote identity check works.

Planned functions include:

• Self-registration on Android and iOS;
• Support for eSIM and physical SIM;
• Remote removal of a number from an identity;
• Registration of each mobile number against the verified user;
• Device checks through Ghana's Central Equipment Identity Register, or CEIR.

The FAQ says a person does not separately register the phone. Device information should be captured when it connects to a network, allowing the CEIR to identify devices reported stolen or considered illegal.

Registration is intended to cost the consumer nothing. The NCA says mobile operators will bear the NIA service cost. That does not make the mobile plan, starter pack, airtime or data free. It only describes the registration charge.

The regulator also says registered information should be encrypted, minimized, stored in Ghana and not shared for marketing without clear consent. Those are design commitments. Travelers should still read the final platform privacy notice when it becomes available.

What Ghana's carriers support today

Local eSIM availability does not yet produce one consistent visitor journey. The current carrier pages describe different onboarding routes.

MTN Ghana

MTN Ghana's eSIM page says prepaid and postpaid eSIMs are available and describes onboarding through the myMTN app as digital. It tells users to check the device EID by dialing *#06# and says the eSIM is free for MTN users.

The page does not establish that a new tourist outside Ghana can complete the upcoming passport and proof-of-entry process today. Confirm new-number eligibility and identity steps with MTN before relying on remote setup.

Telecel Ghana

Telecel's eSIM terms direct new and existing customers to a Telecel retail or community store for verification and biometric capture where required. After approval, the customer receives a QR code by email and needs internet to install it.

Telecel also requires a compatible, fully unlocked device. Its terms limit the profile to one device and state that it can be reused on the same device no more than five times. Check the current terms before deleting or reinstalling it.

AT Ghana

AT Ghana's eSIM terms tell customers to visit a customer service shop to acquire and register the eSIM. They say an online portal will be made available, which is future wording rather than confirmation that the full online visitor route works now.

These carrier differences are why the NCA launch announcement matters. Until the common platform and final instructions arrive, a traveler should verify the actual operator route instead of treating eSIM as a guarantee of remote registration.

Local Ghana eSIM or Roaming eSIM?

The choice is about the subscription, not the chip format. A local carrier can issue its service as an eSIM or physical SIM. A Roaming eSIM is usually a travel-data profile that connects through supported partner networks without opening the same local account.

🏆 Roaming eSIM wins for data that can be planned before the flight. The public Ghana catalog returned 11 choices at 18:41 UTC on August 10, across one, seven, 15 and 30 days. Their validity begins at first connection to a supported network, and the live cards show the allowance, speed label and top-up status before checkout. The support hub publishes 24/7 and WhatsApp help.

The catalog listed a 3G/4G speed label when checked. Some packages were reloadable and at least one daily option was not. Open the exact card rather than assuming every Ghana plan can be topped up, allows hotspot use or includes the same network.

Use the Ghana Roaming eSIM page for a trip contained within Ghana. Compare an Africa Roaming eSIM only after checking that the selected plan lists every country on the route. A Global Roaming eSIM may suit travel across regions, but its name is not proof that Ghana or any other stop appears on every package.

Check the phone before choosing either eSIM

An eSIM-only phone is not automatically ready for every Ghana provider. Three separate checks apply:

1. The exact device model and regional variant must support eSIM.
2. The phone must be unlocked for another carrier profile.
3. The chosen provider must accept that device and the traveler's registration documents.

Use the Roaming eSIM compatibility checker before paying. An EID confirms that the device contains eSIM hardware, but it does not confirm local carrier onboarding or the future NCA platform.

If buying a Roaming eSIM, read when to install an eSIM before travel. The Ghana packages checked for this report start validity on first supported-network connection, but the selected card remains the authority for the order.

Arrival checklist for Ghana mobile data

Before departure:

• Confirm that the phone is eSIM-compatible and carrier-unlocked;
• Decide whether the trip truly needs a Ghanaian number;
• If choosing a local line, ask the carrier whether a tourist can register now and which shop or digital route applies;
• Carry the passport and a retrievable record of entry;
• If choosing Roaming eSIM, save the installation details offline and keep the profile installed;
• Keep the usual SIM available for calls or verification texts only if the home carrier's roaming charges are understood;
• Download the hotel address, airport transfer details and an offline Accra or destination map.

After arrival, use an official carrier shop or verified digital channel for a local line. The US State Department's Ghana travel guidance also advises visitors to use official shops and warns that a carrier-locked phone may not accept a Ghana SIM. Ghana's NCA and the selected operator remain the authorities for the registration rule itself.

Ten questions travelers ask about Ghana SIM registration

Can a tourist register a Ghana SIM with a passport?

Under the planned 2026 process, yes. The official FAQ assigns a valid passport plus proof of entry to visitors and tourists. The new platform is not yet live, so confirm the current carrier route before travel.

Does a tourist need a Ghana Card?

The planned rule does not assign the Ghana Card to tourists. It assigns the Non-Citizen Ghana Card to foreign residents and a passport plus proof of entry to visitors. Older Ghana-Card-only pages describe a different user or earlier process.

What is accepted as proof of entry?

The FAQ names the requirement but does not publish a complete accepted-document list. Do not assume a screenshot or boarding pass will qualify. Follow the final NCA or operator instructions.

Is Ghana's new SIM self-registration app available now?

The NCA says the new process is upcoming and the official start date will be announced. An older Android self-registration app exists for the previous Ghana-Card-based exercise, but that is not the new visitor platform.

Can I buy an MTN Ghana eSIM from outside Ghana?

MTN describes digital eSIM onboarding, but its public page does not confirm that a new tourist abroad can complete the future passport and proof-of-entry registration today. Ask MTN about the exact new-number route before depending on it.

Do Telecel and AT require a shop visit?

Can I use mobile money with a Roaming eSIM?

A travel-data profile does not create a Ghanaian mobile number or enroll the traveler in MTN MoMo or another mobile-money service. Those services have their own qualifying-number, identity and account rules.

Can an eSIM-only phone or iPad use a Ghana eSIM?

Possibly, but compatibility is provider and model-specific. Confirm the EID, carrier-unlocked status, exact model and whether the carrier accepts data-only devices during its registration flow.

Can I keep or top up a Ghana number after leaving?

That depends on the local carrier's inactivity, identity, payment and roaming rules. The NCA announcement does not promise long-term tourist-number retention. Ask the carrier before treating a short-trip line as permanent.
