What Indonesia changed on July 1, 2026
Ministerial Regulation No. 7 of 2026 was enacted on January 19 and remains in force. The national transition ended on June 30. From July 1, operators had to use the new identity standards for new registrations.
The ministry's July 8 implementation update said all operators had completed the required system adjustments. It reported about 201,000 new biometric registrations per day through July 5 and 4.9 million registrations from January through July 5. Tourists do not have a NIK face-match requirement in the regulation
Article 3 separates the identity requirements. For an Indonesian citizen, it lists the number, NIK and facial biometric data. For a foreign national, it lists the number and a passport, permanent stay permit (KITAP) or limited stay permit (KITAS).
Article 6 then describes the foreign prepaid process. Operator-appointed staff verify the number and identity document, then record at least the customer's name, document number, nationality, place of birth and date of birth. Once those details have been verified and recorded, the registration succeeds and the number can be activated.
There is still room for product-level variation. A local seller that arranges registration online may ask for a photograph of the passport, a selfie or an IMEI. Those steps can support document verification or device access without turning the tourist into a citizen biometric-registration case. Before sending identity documents, confirm that the seller is an authorized operator channel or reseller and read its privacy terms.
Local SIM registration and IMEI access are different checks
Traveler discussions often merge two systems that answer different questions:

Indonesia Customs says a foreign visitor does not need customs IMEI registration when the imported phone continues using the SIM from its home country on roaming. The 90-day operator route is not the same as permanently registering an imported phone with Customs. A visitor staying longer, returning frequently or trying to retain a local number should ask Customs and the operator what applies to that device. Do not rely on a seller's promise that buying another starter pack resets the phone's IMEI status.

The Customs FAQ does not name every third-party travel profile. Ask the travel provider about the selected profile if IMEI status is a concern, especially for a stay approaching 90 days.
A local digital SIM still creates an Indonesian line
The chip format does not decide whether registration applies. A digital SIM issued by an Indonesian operator can create a local +62 number and use a local prepaid package. That is an Indonesian line, even though the profile arrives as a QR code instead of a plastic card.
Telkomsel's implementation notice confirms that starter products remain inactive until an Indonesian customer's identity is validated or a foreign customer's identity is verified. It also states the limit of three prepaid numbers per identity per operator, subject to stated exceptions.
A local tourist line may be useful when you need a +62 number, ordinary carrier calls, SMS or a service that insists on a local number. Confirm what the exact tourist package includes. A local number does not guarantee that every Indonesian app will accept the account, card or identity combination.
