The practical restriction is narrower but still important: access to some international providers' purchase and account services is restricted on Turkish networks.
An eligible plan installed before the trip may continue to provide mobile data after arrival. Buying a new plan, adding data, opening account help or retrieving installation details can be the harder part.

The exact result can differ by provider, app version and network connection. A website may time out while an already-installed profile passes data. An app might open on one connection but not another. That inconsistency does not make an after-arrival purchase dependable.

“May continue” is not a service guarantee. A profile can still have an ordinary coverage, device, APN, allowance or network fault. The restriction also does not prove that every provider that is not on a published list will remain reachable.
Why this is not a blanket eSIM ban
Turkey's rules focus on control of the domestic eSIM system and where subscription data is held.
BTK decision 2019/DK-TED/053, dated February 12, 2019, requires the subscription-management components used domestically—including profile preparation, routing, discovery, software and storage—to be established in Turkey under an authorized operator's responsibility. It also says data must remain within Turkey.
BTK then introduced domestic eSIM technology publicly in 2020. That is direct evidence that the embedded SIM format itself is permitted.
For a visitor, the useful distinction is:
- Technology: a compatible phone can use an embedded SIM.
- Domestic service: Turkish operators can issue services under local rules.
- International provider access: some foreign travel eSIM platforms can be unreachable in Turkey.
- Installed roaming profile: a profile loaded before entry may still connect through a Turkish partner network.
Headlines that collapse all four into “eSIMs are banned” leave travelers with the wrong task. Replacing a digital profile with a physical international travel SIM would not necessarily solve an inaccessible account, and abandoning eSIM altogether is unnecessary for many short visits.
Buy, install and save before flying to Turkey
The safest setup is completed while the provider, email account and support routes are reachable over a trusted connection at home.
- Confirm the phone is unlocked and eSIM-compatible. A locked handset can reject a travel profile even when the model supports eSIM.
- Choose the package against the whole itinerary. Check allowance, validity, Turkish operator, network label, hotspot field, activation trigger and package-level top-up status.

What to do if the data line works but the provider app does not
If maps and messages load through the travel line but its app reports no connection, the profile and the account interface are separate issues.
Leave a working profile installed. Check the phone's cellular-usage screen for remaining device-side consumption and use the offline package record to estimate what is left. Avoid app reinstalls or account changes that are not needed for the working connection.
If the allowance is close to its limit, switch large downloads, photo backups and software updates to trusted Wi-Fi. A top-up-eligible package only means the supplier permits a reload under its terms. It does not guarantee that the purchase interface will be reachable from a Turkish network.
If data itself stops:

Does Turkey's 120-day IMEI rule affect a short trip?
BTK's 2019 decision says devices receiving data through international roaming are limited to the IMEI registration period of 120 days unless the authority determines otherwise. Turkey also has separate device-registration rules for imported phones and domestic lines.
