UK cancelled train tickets get a two-hour cross-operator rule

From Sunday, September 20, 2026, a passenger whose train is cancelled can use the original ticket on another participating UK operator's service departing within two hours before or after the cancelled train. The alternative must follow a direct or reasonable route, and the passenger does not need to download or buy a replacement ticket.
The change expands an existing public-operator arrangement to Avanti West Coast, Chiltern Railways, CrossCountry and Great Western Railway. It does not cover every railway in Britain, and East Midlands Railway is due to join later.
The short answer: check that the booked service is shown as cancelled, confirm that both the original and alternative operators participate, find a direct or reasonable alternative in a journey planner, and show the original ticket on the new train. A delay without a cancellation does not automatically activate this rule.
What changes on September 20
The Department for Transport announcement says passengers with a valid ticket can move to another participating operator without paying again. The new train must depart no more than two hours before or two hours after the cancelled service.
The original ticket is the proof of purchase. There is no requirement to exchange it or download a new one. That removes a common point of uncertainty for passengers holding operator-restricted or Advance tickets when another company runs the useful alternative.
The rule does not promise the next train, any train, or every possible route. It creates a four-hour window around the original departure and limits the choice to participating operators and a direct or reasonable alternative route.

The September 20 list contains 17 operators:

The four additions are Avanti West Coast, Chiltern Railways, CrossCountry and Great Western Railway. The other operators were already part of the public-operator arrangement.
East Midlands Railway is not in the September 20 list. The government says it will join later but does not give a date in the announcement. Do not assume an operator missing from the list is automatically covered. A separate disruption notice or bilateral ticket-acceptance arrangement may still apply, so check the booked operator and National Rail before boarding.
This is also not a Eurostar rule. An international itinerary that connects to National Rail may contain separate tickets, operators and conditions. Check each affected leg rather than extending the domestic policy across the whole booking.
Which cancellations qualify
The Rail Delivery Group staff brief explains the operating detail behind the scheme. A qualifying train should be cancelled in the industry system and appear as Cancelled to customers in journey planners or on station screens.
The policy covers short-notice cancellations, including an unplanned problem on the day, and services removed from the timetable through the relevant cancellation process. It applies automatically for participating operators without waiting for a control team to activate it case by case.
That does not turn every timetable change into a cancellation. If a train is retimed, starts from a different station, misses a stop or runs late without being marked cancelled, use the operator's instructions for that incident. Widespread disruption can also trigger broader, incident-specific acceptance that differs from this standing rule.
Planned engineering work can have its own amended timetable, replacement buses and ticket easements. Read the notice for the exact date. A service that never appears as a cancelled train in the customer journey planner should not be treated as qualifying solely because an older timetable once showed it.
How to use the rule after a cancellation
- Open National Rail or the booked operator's live journey planner.
- Confirm that the original service is shown as cancelled.
- Check that the original operator and the alternative operator are both on the participant list.
- Find a direct or reasonable alternative departing within two hours before or after the original time.
- Keep the original ticket, reservation and booking reference available.
- If staff are present, confirm the route before boarding, especially when the alternative changes stations or uses an indirect path.
- Show the original ticket to staff on the new service.
- Save a screenshot of the cancellation and the alternative itinerary in case the live display changes.
The staff brief describes a reasonable direct or indirect route as one available in a journey planner, even if the planner cannot sell a valid fare for that route. That is useful evidence, but it is not permission to design an unrelated detour. If two planners disagree, ask station staff, the conductor or the original operator.
Advance, First Class and seat reservations
The government announcement uses the broad phrase valid ticket. The staff brief adds that the ticket must have been valid for the cancelled service and bought before its scheduled departure. That includes the practical problem faced by an Advance-ticket holder whose booked train disappears.
Standard Class ticket holders travel in Standard Class. First Class ticket holders can use First Class on another participating operator when the alternative train offers it. First Class may not exist or may be full on the replacement choice.
A ticket entitlement is not a seat guarantee. Operator guidance already warns that a reservation on the cancelled train does not transfer to the new service. Look for a fresh reservation option, use unreserved accommodation where available, and expect the alternative to be busy.
Bicycle spaces can also be train-specific. A ticket may be accepted while a bicycle reservation is not. Check the alternative operator before relying on a reserved cycle space, particularly on a service with mandatory or limited bicycle booking.
Passenger Assist when the operator changes
If you have a Passenger Assist booking, make yourself known to station staff or the conductor or train manager. At an unstaffed station, use the Help Point. Staff can contact the destination station and rebuild the assistance handoff for the alternative service.
National Rail says any train company can arrange Passenger Assist across a journey involving multiple services. Its Passenger Assist guide also supports turn-up-and-go requests, although help at short notice can take longer when staff are handling other passengers or safety duties.
Do not assume the original assistance booking has followed you automatically to a different platform, train or operator. Tell staff as soon as the cancellation appears, especially when a ramp, station transfer or connection handoff is needed.
Refund or Delay Repay: choose the right path
Ticket acceptance, a disruption refund and delay compensation solve different problems.

The current National Rail Conditions of Travel provide a full refund without an administration fee when a passenger does not travel because the intended train was cancelled, delayed or rescheduled. The Office of Rail and Road makes the same distinction: refund if disruption stops the journey, compensation if the passenger travels and arrives late.
Do not claim both a full refund for not travelling and delay compensation for completing the same journey. Keep the original ticket until any claim is resolved.
Why a working phone matters during the change
The policy relies on information that can move quickly: whether the train is marked cancelled, which alternative departs inside the window, whether the route is reasonable, and which platform the new operator uses. International visitors may also hold the ticket in an app and need maps or accommodation messages after an unplanned arrival.

It cannot make an unlisted operator participate, transfer a seat reservation, guarantee signal on every platform or decide a refund claim.
For a trip continuing into Ireland, compare the Ireland and UK plan. A longer multi-country itinerary may fit the Europe plan. Choose by the actual country list, allowance, validity and package terms rather than the regional name alone.
Save the ticket barcode and cancellation screen offline before moving platforms. A data connection is a useful live layer, not a substitute for a charged phone or an accessible copy of the ticket.
