Vietnam's biometric SIM rules can catch airport buyers: what tourists should check
A traveler reported on August 15 that a Vietnam SIM bought at an airport stopped working about a day later. An official operator shop reportedly said the subscription had not been registered correctly. We could not verify the seller, the line record or the cause, so one Reddit account is not proof that every airport SIM is unsafe.
It does point to a real change that deserves more attention. Vietnam tightened identity checks for local mobile subscriptions in 2026. A foreign visitor registering a Vietnamese line should expect a valid passport and facial biometric verification through an operator-controlled or authorized channel. Moving that local SIM to another phone can trigger another face check.
The traveler decision: choose a Vietnamese local SIM or local eSIM when a Vietnamese number and domestic calls matter, but verify the seller and registration before leaving. Choose a Roaming eSIM when travel data is enough and avoiding the local-line enrollment step is more useful than having a local number.
What changed for Vietnam local SIMs in 2026
Vietnam's Ministry of Science and Technology issued Circular 08/2026/TT-BKHCN on March 31. Most of it took effect on April 15. The official registry lists the circular as still in force.
The rules give mobile operators more specific ways to check that the person named on a subscription is the person using it. The government's implementation explanation describes four permitted verification routes:
- an operator-owned customer point;
- a fixed point authorized by the operator;
- the operator's own application; or
- VNeID or another officially permitted electronic identity route when the subscriber can use it.
Foreign passport holders with existing local lines were given a reverification window. The government said operators should notify affected subscribers and could restrict outgoing services when the required check was not completed, followed by broader restriction or termination under the stated timetable.
A separate part of the circular took effect on June 15. It requires another face check when a subscriber changes the terminal associated with a local mobile line. Viettel's customer notice applies that requirement to a SIM moved to another phone.
These are local-subscriber rules. They are not a ban on tourists buying mobile service, and they do not mean a passport holder must be a Vietnamese resident to obtain every tourist product.
A valid passport and facial biometric can be normal for a local line
Vietnam's telecom framework allows a foreign national to use an unexpired passport that is valid for the person's stay in Vietnam. The English translation of Decree 163/2024/ND-CP ties that period to the visa or maximum permitted stay.
For a new local subscription, the operator checks identity fields and a facial image. A request for a passport and live face check is therefore not, by itself, evidence of fraud. The safer question is who is collecting the documents and whether the activation appears in the named operator's official system.
Do not send a passport scan or selfie to a personal messaging account simply because someone at a counter asks. At an in-person sale, confirm the operator name, ask whether the desk is operator-owned or an authorized fixed point, and request a receipt with the package and line details. For online registration, start from the operator's official site or app rather than a QR code posted on an unofficial social account.
Privacy check: passport and face verification can be a legitimate part of opening a Vietnamese line. That does not make every person offering to collect those documents legitimate.
An airport counter is not automatically official or unsafe
The airport location alone does not settle whether a seller is authorized. A carrier-owned shop or an operator-authorized fixed point can comply with the registration rules. A reseller can also hand over a pre-activated or incorrectly recorded line that later fails a check.
Before paying, ask five direct questions:
- Which Vietnamese operator issues the line?
- Is this counter owned or formally authorized by that operator?
- Will the subscription be registered to the passport being shown now?
- Can the seller show the activated line in the operator's official app or confirmation message?
- Where should the traveler go if the line is restricted after leaving the airport?
Test mobile data with airport Wi-Fi turned off. If the package includes a local number, save it and place a test call or send a test message when those services are part of the offer. Keep the receipt and take a screenshot of the operator confirmation.
This does not guarantee that a later technical or identity problem cannot occur. It creates a much better record than accepting a loose SIM, cash receipt and verbal promise.
Why a Vietnam SIM can stop working after a day
A line that fails after 24 hours may have been registered incorrectly, sold under another person's identity or left incomplete. It can also have a short starter allowance, an activation fault, an exhausted package or a device-setting problem. The timing alone does not prove which explanation applies.
The fresh Reddit account says an official store attributed the failure to improper registration. That is useful as a warning to confirm a line before leaving the counter, but it is not an operator case record and does not establish how often the problem occurs.
Use this order to diagnose it:
- Turn off Wi-Fi and confirm whether the phone shows the operator name and signal.
- Check whether calls, messages and mobile data all fail or only one service fails.
- Open the official operator app or support channel and confirm the subscription name, package and expiry.
- Check the APN only against instructions from the operator that issued the line.
- Return to an operator-owned store with the passport, receipt and line number if registration is missing or mismatched.
- Do not pay a stranger online to "unlock" or re-register the line.
Viettel's current blocked-line guidance directs affected customers through its own verification paths. Other operators can use their own support and app flows, so use the issuer named on the SIM rather than assuming one carrier's steps work for another.
Moving a local SIM to another phone triggers a separate check
From June 15, moving a Vietnamese local mobile subscription to a different device can trigger face reverification. The government's device-change explanation says the carrier can review the change and pause outgoing calls and messages within a maximum of two hours while verification is outstanding.
That specific device-change treatment is not described as an immediate total data shutdown. The official explanation says incoming calls, messages and internet can continue during that check. Do not turn that narrow statement into a promise for a line that was never registered, has expired or is restricted for another reason.
If a traveler buys a physical local SIM for one phone and later moves it into a spare handset, the switch can create a new identity task even though the passport and SIM have not changed. Complete the check through the carrier's official channel before relying on outgoing calls.
The same principle can affect a local eSIM transferred to a new device. The profile being digital does not remove the subscription's local registration requirements.
Local eSIM and Roaming eSIM are not the same
The word eSIM describes how a profile is installed. It does not tell you whether the subscription is Vietnamese or foreign.

Roaming eSIM does not open a Vietnamese local number. It supplies travel data through roaming arrangements, which is why the Vietnamese local-subscriber registration process is not part of buying the profile. MobiFone's official tourist eSIM shows a compliant pre-arrival route
MobiFone currently publishes an official MobiFone Travel offer for international tourists. Its online flow asks an eligible visitor to upload a clear valid passport and portrait before arrival. The page says one free eSIM can be issued per passport every 30 days.
The free starter period lasts 24 hours and begins only after the activation call to 900, according to the current page. MobiFone also lists paid add-ons with data and domestic call allowances. Terms can change, so verify the live offer and device support before travel.
Where the local product wins: an eligible traveler who needs a Vietnamese number or domestic calls may get more practical value from MobiFone's official tourist line. The tradeoff is the passport, portrait and local-subscription process.
This official route also illustrates why a 24-hour result needs context. A product can legitimately include a one-day starter period, while a different airport line may fail because of registration or provisioning. Check the exact product instead of treating every next-day cutoff as the same event.
Where Roaming eSIM is the simpler Vietnam choice
A traveler using Grab or another locally available transport app, Google Maps, Zalo, WhatsApp, hotel messages and translation usually needs dependable data more than a Vietnamese number. A Roaming eSIM for Vietnam can be installed before departure and keeps the usual SIM in the phone.
The public Roaming eSIM catalog returned 31 live Vietnam packages when checked on August 15. It included fixed-data and daily plans with validity choices from 1 to 180 days. Package cards named MobiFone, Vietnamobile, Viettel Mobile or VinaPhone depending on the plan, and 29 of the 31 cards were marked eligible for top-up. Networks, speed, allowance, hotspot support and top-up status can vary, so the selected card remains the source of truth.

That is the practical edge over the news story. The traveler report concerns a Vietnamese local subscription whose registration was said to be wrong. Roaming eSIM avoids creating that type of local subscription in the first place. It does not guarantee stronger coverage than every local operator package, and it does not include native calls or SMS unless a card explicitly says so.
