South Africa traveller declaration: SATMS 24-hour rule

South Africa requires an online customs declaration for almost everyone entering or leaving the country. The rule took effect on July 1, 2026 and covers travel by air, road, sea and rail. It applies to visitors as well as South African citizens and residents, even when they have no goods or currency to declare.
The form is called the South African Traveller Management System, or SATMS, declaration. Submit it no more than 24 hours before departure. For a connecting journey into South Africa, count that window from the final flight or other direct leg to South Africa, not from the first flight on the ticket.

The traveler decision: wait until the correct 24-hour window, submit a separate declaration for every traveler, choose a nil declaration if nothing needs customs attention, and save the confirmation offline. This is a customs process, not a visa or immigration application.
This guide was checked on August 31, 2026 against the SARS page updated on August 19 and the current SATMS instructions.

This is customs, not a new visa
SATMS records travel details and the goods, currency or financial instruments that may require customs attention. It does not give permission to enter South Africa, replace a passport or approve a visa.
South Africa's separate Electronic Travel Authorisation has its own nationality and airport rules. Read the South Africa ETA guide if it applies to the passport being used. Completing SATMS does not complete the ETA, and an ETA approval does not remove the customs declaration.
Older search results can be misleading. SARS began piloting an online declaration in 2022, when use was voluntary at selected airports. The current SARS declaration page says the system is now mandatory and has been implemented across South African air, land and sea ports. The July 2026 FAQ also covers rail. Use the current page rather than an old pilot PDF or cached snippet.
When exactly should you submit it?
SARS says the declaration must be submitted no more than 24 hours before departure from the country from which you are traveling.
For a direct London to Johannesburg flight departing at 20:00 on Monday, the window opens at 20:00 on Sunday. For London to Doha to Johannesburg, use the departure time of the Doha to Johannesburg flight. The first London departure may be more than 24 hours before that final leg, so completing the form before leaving home could be too early.
For departure from South Africa, complete the exit declaration within 24 hours before the flight, train, ship or border crossing out of the country. If the schedule changes after submission, update the declaration before customs processing. SARS says submitted details must remain correct.
Do not leave the form until boarding. A passport number, travel details, South African address, contact details and information about companions may be needed. A full declaration can also require descriptions, values and supporting documents for goods or currency.
How to complete the SATMS declaration
- Open the official SARS Traveller Management System from the SARS website, or use the official SATMS app.
- Choose whether the journey is into or out of South Africa.
- Select the mode of travel and port, then enter the flight, train, vessel or vehicle details requested.
- Add the passport or travel document, nationality, contact information and South African address.
- Select a nil declaration if there are no goods or currency requiring declaration. Choose a full declaration if customs information is required.
- Add each traveling companion where requested, but make sure every traveler has their own submitted declaration.
- Review the information, confirm it is true and submit.
- Save the emailed confirmation and follow the customs instructions it contains.

You still submit a nil declaration
The most common misunderstanding is that only travelers carrying expensive goods or cash need the form. The current SATMS guide provides two choices: a full declaration and a nil declaration.
Ordinary personal effects for your own use do not need to be listed. You still complete the travel and identity sections and select "I Have No Goods and/or Currency to Declare (Nil)" if that is accurate. Do not use nil merely because an item is difficult to value. The SARS FAQ explains that goods above an allowance, commercial goods, restricted items, temporary imports and reportable currency need customs attention.
If you are unsure about an item, use the official SARS traveler guidance or ask customs. This article cannot decide whether a specific purchase, medicine, work sample, camera kit or financial instrument must be declared.
Children need their own declarations
Every child and infant must be covered. A parent or legal guardian can complete the declaration for a minor and takes responsibility for its accuracy.
Do not assume that adding a child's passport as a traveling companion replaces the child's own declaration. SARS's main instructions say a declaration must be submitted for each person traveling. Keep each confirmation with that traveler's passport record so it can be found quickly at the airport or border.
An official SARS post about minors drew about 18,000 views and 27 replies in July. One practical complaint said the app rejected a UK mobile number. The current app guide shows separate fields for a dialing code and mobile number, but we did not reproduce that reported error. If the app rejects valid details, try the SARS web portal, keep a screenshot of the error and contact the traveler declaration team through the address on the official FAQ. Do not enter a false local number to get past the field.
Connecting flights and transit are different
A connection does not automatically create an exemption.
If you connect abroad and then enter South Africa, submit within 24 hours of the final direct leg to South Africa. If you connect at a South African airport and pass immigration or leave the designated transit area, the transit exemption does not apply.
SARS excludes air or sea passengers who remain inside a designated transit area and do not formally enter South Africa. The published exemption is narrow. It does not say that every land, rail or self-transfer itinerary is exempt. A traveler collecting bags, changing terminals landside or checking in again may need to enter the country, so confirm the process with the airline and South African authorities before departure.
Land borders, trains and foreign vehicles
Road and rail travelers are included. Choose the correct border post or station and enter the vehicle or train details requested by SATMS. If the system identifies a place without customs presence, follow the instruction it returns. SARS may direct a traveler to the nearest designated port.
A foreign-registered vehicle has an additional rule. SARS introduced a separate vehicle declaration from June 1, 2026 and says the vehicle must also be treated as a temporary import in the traveler's customs declaration when applicable. Read the foreign-registered vehicle guidance before reaching the border. A rental agreement or ownership document does not replace the declaration.
For rail travel, SARS says the declaration should be submitted before reaching the first or last South African railway station, depending on the direction of travel. Use the 24-hour rule and the current operator timetable together.
What happens after submission?
SARS emails a confirmation with instructions for the selected port. Save the complete message, not only the confirmation number. At an airport, arrivals proceed through immigration and then follow the customs instruction. Departing travelers may be directed to customs before immigration, especially when registering goods for re-importation, finalizing a temporary import or claiming a VAT refund.
If information changes, update the declaration before customs processing. A changed flight, border post, travel date or declared item can make the saved version inaccurate.
Missing the advance form does not by itself mean automatic refusal of entry or departure. SARS says officers and self-service terminals can assist travelers who could not submit because of system failure, no internet access or another reasonable ground. Limited paper declarations remain available in those circumstances. That fallback does not excuse a false declaration or failure to declare reportable goods.
Keep these items available offline
Save the following before approaching the airport or border:
- SATMS confirmation and customs instruction for every traveler
- Passport and visa or ETA evidence, if required for that passport
- Flight, train, ship or border-crossing details
- South African accommodation address
- Receipts, permits or proof of value for items that may require declaration
- Vehicle registration, authorization and temporary-import documents where relevant
- SARS traveler declaration support details
A screenshot is useful, but retain the original email or PDF as well. If the phone battery fails, another adult in the group should have a copy or a printed backup.
Mobile data for the form and the trip
Complete the entry declaration on trusted Wi-Fi or mobile data during the correct 24-hour window. Save the result before departure. Airport connectivity should be a fallback, not the plan.

South Africa traveller declaration questions
1. Does every visitor need the South Africa traveller declaration?
In general, yes. The rule covers foreign visitors, citizens and residents entering or leaving by air, land, sea or rail. The main published exemption is for air or sea transit passengers who remain in the designated transit area.
2. Do I submit the form if I have nothing to declare?
Yes. Complete the required travel and identity details and select the nil declaration option if you have no goods or currency requiring customs attention.
3. Can I submit SATMS more than 24 hours before travel?
No. SARS says to submit no more than 24 hours before departure. For a connecting journey into South Africa, calculate the window from the final direct leg.
4. Is another declaration required when leaving South Africa?
Yes. SATMS applies to entry and exit. Submit the departure declaration during the 24 hours before leaving South Africa.
5. Does a child need a separate declaration?
Yes. Every child and infant must be covered. A parent or guardian may submit the child's declaration and is responsible for the information.
6. Do I declare clothes, a phone and normal luggage?
Ordinary personal effects for your own use do not need to be listed. You still submit a nil declaration if nothing else requires customs attention.
7. Do transit passengers need SATMS?
Not if an air or sea passenger remains inside the designated transit area and does not enter South Africa. Confirm self-transfers, baggage collection and landside terminal changes because they may require formal entry.
8. What if the SATMS app rejects my phone number?
The official guide includes a dialing-code selector. If valid details are rejected, try the official web portal and contact SARS through its published support channel. Do not invent a South African number.
9. Will I be refused entry if I could not submit online?
Not solely for missing advance submission. SARS says assistance is available at ports and limited paper exceptions remain for system failure, no connectivity or another reasonable inability. Customs enforcement can still apply to undeclared or falsely declared items.
10. Is SATMS the same as the South Africa ETA?
No. SATMS is a customs declaration for goods, currency and travel details. The ETA is a separate immigration permission for eligible passports and arrival points.
Final pre-departure check
Use the current SARS page, wait for the correct 24-hour window and complete one declaration per traveler. Save every confirmation offline and carry the documents needed for any goods, currency or vehicle declaration. If an old page says the system is voluntary, it describes the pilot rather than the rule in force since July 1, 2026.
